In order to access into the electronic mailbox established according to the Act No. 305/2013 Coll. on e-Government, an owner of the electronic mailbox needs:
- an identification card with an electronic chip (eID card) and personal security code (BOK),
- in case of foreigners - residence card with an electronic chip, or
- alternative authenticator.
A foreign person cannot obtain an eID card since it is bound to being a citizen of the Slovak Republic. Therefore, if a legal entity has a foreign statutory representative, in order to have a full access to its electronic mailbox, he must authorize (entitle) a natural person – citizen of the Slovak Republic, with an eID card, to have a full access to its electronic mailbox.
An application for authorization to access the electronic mailbox of a legal entity [.pdf, 433.9 kB], shall be sent in a paper form to the following address: Úrad vlády SR, P. O. BOX 11, Námestie slobody 1, 810 05 Bratislava 15, Slovensko. The application must contain a certified signature of the statutory representative authorized to act on behalf of the legal person.
If the signature of the foreign statutory representative is verified outside the Slovak Republic, an apostille should be affixed (apostille is required in case of any signatory state of the Apostille Convention – The Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents). In case of non-signatory countries of the Apostille Convention, a superlegalization is required.
Issue of the residence card for foreigners is regulated by Act no. 404/2011 Coll. The residence card for foreigners has an electronic chip, which is issued upon request by the competent police department.
Access to electronic mailboxes via alternative authenticator is not yet available. The Ministry of Interior is responsible for its issue. In the meantime, the foreign statutory representative of the legal entity will proceed according to the aforstated process.
Establishment of the electronic mailbox for foreigners
The electronic mailbox is established for subjects of the international law, legal entity without registered office in the Slovak Republic, or natural person, that is not citizen of the Slovak Republic and has no place of business in the Slovak Republic, upon request that is published at web pages of the Government Office and the Central Government Portal and within 5 working days since the delivery of the request.
