1. Recruitment competitions

Civil-service posts may be filled:

  • in an internal competition (which may be either restricted or more open); or
  • in an external competition.

A competition may consist of:

a)    a written and oral part; or
b)    an oral part alone (only in restricted competitions).

Competitions are advertised on the portal at slovensko.sk (information is available only in Slovak) at least 15 working days before they are to take place. All competitions currently accepting registration applications are published on this portal.

As a rule, candidates who are not already civil servants can only register for external competitions.

Registering for a competition

It is possible to register for a competition:

  • electronically; or
  • on paper.

2. Electronic registration

You can register directly on the portal slovensko.sk.

Electronic registrations can be made:

  • with authentication; or
  • without authentication.

Registering for a competition electronically with authentication is possible only for foreign nationals who have a foreign registration device issued by an EU country (an eID card).

There is no need to activate an electronic mailbox where documents can be served.

The advantage of this method of registering for a competition is that candidates do not then have to deliver anything on paper to the civil-service authority.

The procedure is as follows:

  • open the web interface of the portal slovensko.sk;
  • click on the red ‘Portal login’ icon in the upper right corner of the screen;
  • next to ‘Log in as a resident of another EU country’, click on the green ‘Log in’ icon and follow the instructions;
  • after logging in to the portal, click on the coloured ‘Recruitment competitions’ tile in the right column on the screen;
  • a list of current competitions is displayed;
  • open the detail of a specific competition and click on the green ‘REGISTER FOR COMPETITION’ icon at the top of the screen;
  • fill in the application for inclusion in the competition, attach all the required documents, and click on the ‘SUBMIT APPLICATION’ icon.

Registration for competitions electronically without authentication is available to all citizens.

The disadvantage of this form of registration is that candidates must subsequently deliver a paper version of their application, along with the required documents, to the civil-service authority.

The procedure is as follows:

  • open the web interface of the portal slovensko.sk;
  • click on the coloured ‘Recruitment competitions’ tile in the right column on the screen;
  • a list of current competitions is displayed;
  • open the detail of a specific competition and click on the green ‘REGISTER FOR COMPETITION’ icon at the top of the screen;
  • fill in the application for inclusion in the competition, select the preferred form of service for correspondence, attach all the required documents, and click on the ‘SUBMIT APPLICATION’ icon.

3. Paper registration

The advertisement for a competition states the address to which paper applications for inclusion can be delivered.

On the envelope, candidates must state the identifier of the competition for which they are registering (e.g. VK/2019/7524 Senior State Counsellor).

Candidates can use the application form for inclusion in the competition that is displayed in the competition detail after clicking on the green ‘REGISTER FOR COMPETITION’ icon on the portal slovensko.sk. This form is filled in, printed, and signed, all other required documents are attached to it, and it is posted to the civil-service authority or delivered there in person.

4. Delivery of correspondence during a competition

As a rule, the civil-service authority delivers all correspondence in the form chosen by the candidate in the application for inclusion.

If candidates submit a paper application, the civil-service authority delivers all correspondence on paper (in person or by post).

If candidates submit an application electronically with authentication (i.e. using an eID card), the civil-service authority usually delivers all correspondence to their electronic mailbox.

If candidates submit an application electronically without authentication (i.e. without using an eID card), the civil-service authority usually delivers all correspondence in the preferred form chosen by candidates in their application.

5. Competition results

The civil-service authority announces the results on the portal slovensko.sk within 10 days of the competition. The results are publicly available (in the list of competitions under the ‘Archive’ section).

All candidates are assigned a unique identifier specific to the competition they have entered. They can use that identifier to see whether they have been successful in the competition, i.e. whether they have been selected to fill the civil-service post.

Only the successful candidate is contacted with the result by the civil-service authority. He or she is notified within ten 10 days of the competition.
