Waste electric and electronic equipment - WEE

  • to set up a system for separate WEE collection;
  • to ensure a seamless link between the various forms of collection, transport, handover to the WEE processor and processing;
  • to fulfil the obligations so as to prevent making the reuse or recycling of WEE more difficult, facilitate preparation for reuse, recycling of components or WEE as a whole and isolation of hazardous substances
  • and, where possible, ensure the separation of WEE suitable for preparation for reuse from other WEE prior to any further transfer,
  • to monitor and record how much WEE is collected (measured in kilograms, by category);
  • separate waste collection in compliance (Annex No 6, Part II of the Act),
  • electrical equipment distributors are not required to hold a permit to take waste back.

The collection container shall be available, protected from theft and improper handling, and visibly labelled with a tag or plate indicating details of the entity responsible for operating the electrical waste collection point including a telephone number (for the reporting when container is full and to arrange for it to be replaced or emptied).

Treatment

WEE processors should carry out their obligations in compliance with Section 41 (Electrical waste treatment operator) (only in Slovak) of the Waste Act. The requirements for electrical waste treatment facilities are defined under § 12 (Technical requirements for electrical waste treatment) (only in Slovak) of the Implementing Decree.

Management of waste oils

‘Waste oils’ shall mean any mineral lubricating oils, synthetic lubricating oils or industrial oils that have become unfit for the use for they had been originally intended, and in particular used lubricating oils internal combustion engines, oils for gearbox, lubricating oils, turbine oils and hydraulic oils.

Regeneration of waste oils means any recycling operation whereby base oils can be produced by refining waste oils, in particular by removing the contaminants, the oxidation products and the additives contained in such oils.

Processor of waste oils means an undertaking that has been granted authorisation for the recovery or disposal of waste oils.

It shall be prohibited to:

  • mix waste oils with other types of waste and with other substances;
  • mix individual types of waste oils with each other if prevents further processing of waste oils;
  • discharge of waste oils and processing residues thereof into surface waters, ground waters and drainage systems;
  • deposition or discharge of waste oils and processing residues thereof into the soil;
  • incineration of waste oils in installations other than waste incineration plants or waste co-incineration plants.

The ban on mixing waste oils does not prevent the further treatment of the waste oils.

Waste oils may only be collected, transported, recovered and disposed of separately from other types of waste.

Holders of waste oils shall preferably ensure their recovery by means of regeneration, if the technical, economic and organizational conditions so allow. If regeneration is not possible, the holder of waste oils shall ensure their energy recovery. If recovery is not possible, the holder of waste oils shall ensure the disposal thereof.

Holders of waste oils must arrange for them to be handled by a waste oil treatment operator.

Producers of waste oils shall hand over waste oils to:

  • a collection centre yard, or in the case of municipal waste, at a location designated by the municipality
  • a person authorised to collect waste oils, or
  • a processor of waste oils.

Management of construction and demolition waste

In the case of waste generated in the course of servicing, cleaning or maintenance work and construction and demolition work carried out at the location of the registered office or place of business of a legal person or a sole trader or their organizational unit or other site of operation, the legal person or sole trader for whom the work is ultimately being carried out shall be considered the waste producer; if similar work is being carried out for natural persons, the person carrying out the work shall be considered the waste producer.

The person who was granted the building permit for the construction, maintenance, refurbishment or demolition of a road shall be responsible for management of waste resulting from the construction, maintenance, refurbishment or demolition of the road.

The subjected person shall ensure material recovery of the construction waste resulting from this activity and the waste from demolition in the construction, refurbishment or maintenance of roads.

Biodegradable kitchen and restaurant waste

Kitchen operators shall introduce method and conditions for separate collection of biodegradable kitchen and restaurant to ensure that it is collected separately.

It is prohibited to:

  • dispose of biodegradable kitchen and restaurant waste in collection containers for the separate collection of components of municipal waste;
  • use biodegradable kitchen and restaurant waste shredders connected to the public sewers, unless the owner of public sewers agrees to the use of the shredder and the use of the shredder is regulated in a contract for the collection of waste water;
  • dispose of fats, oils, and grease in the sewerage system. 

Rules for handling asbestos waste and asbestos containing products

Individuals are not granted a permission to handle waste from asbestos and asbestos containing products.

Only legal entities with permits issued by Public Health Authority of the Slovak Republic for handling waste from asbestos and minor construction waste from asbestos and from asbestos containing products are authorised to handle waste from asbestos. Public Health Authority of the Slovak Republic keeps a register of these authorised entities.

An up-to-date list of entities authorised to dispose of materials containing asbestos from structures can be found on the Public Health Authority’s website. Anyone requiring removal and safe disposal of asbestos must contact authorised entity.
