Recommendations for working with the system for Electronic Public Procurement (EVO)

Below you will find basic recommendations for working with the IS EVO system ver. 18.0.

1. Account creation and activation

Creating and activating an user account is a necessary prerequisite for using the functionalities of the Electronic Public Procurement information system (EPP IS) (in particular submitting questions, activating notifications on a specific tender, subscribing based on CPV order codes). 2. Creation and validation of the economic operator

The creation and validation of an economic operator is a prerequisite for the submission of a tender or request to participate and the submission of a request for remedy and objections. After creating a new economic operator, the validation code will be sent to your mailbox by registered mail for personal delivery. For the foreign economic operators we recommend to register new operator at least 5 working days before the intention to submit an offer/request to participate (depending on the country of origin). 3. Answer to request for clarification of tender/request to participate

To send the answer correctly, it is not enough to simply attach the files on the "Attachments to reply" tab, but the whole reply must be sent by pressing the "Send reply" button. Otherwise the reply (nor attachments to the reply) wonˈt be available to the contracting authority. It is not possible to supplement or re-send a response already sent to a contracting authority/entity regarding clarification of tenders/requests to participate. Therefore, make sure that your answer contains all that is required (e. g. attachments). More information (chapter 3.2 only in Slovak)

4. Sending a request for remedy or objection

You can create a request for remedy/objection in the "Submitted requests" menu using the "Create request" button, after logging into a specific tender via the "Send a request" button. You need to have a verified and active economic operator to submit a request for remedy/objections. More information (chapter 2.2.2 only in Slovak)

5. How to respond to a request to complete a request for remedy

If the contracting authority has asked the economic operator to supplement the request for remedy, the economic operator must reply by inserting his reply in the original request for remedy, which status is "Returned for completion" and therefore does not create a new request for remedy. More information (chapter 2.2.2.4 only in Slovak)

6. How to request inspection of place of delivery of the contract subject

To send a request for inspection of a place of delivery of the contract subject , we recommend using the type of request „General request“, which can be found in the menu „Submitted request“ via the button „Create request“.  More information (chapter 2.2.2.6 only in Slovak)

7. Electronic auction

A “computer failure” on the part of the bidder, nor a failure of the internet connection on the bidder's side, power outage, etc., causing malfunction of the tenderer’s computer or inability to participate in an electronic auction is not considered to be a technical error of the EVO system. Therefore, applicants are advised to have a back-up solution in case of such a situation.

We recommend applicants to prepare a backup scenario in case of failure (backup computer, backup internet connection, fully charged laptop battery in case of power outage, etc.). 8. Notifications

The EVO system primarily sends important notifications to the user's message box on the ÚVO portal (only in Slovak), as it is the only reliable place for delivering notifications. Sending notifications to the user's e-mail adress is a secondary functionality to send or track messages, because from the IT point of view it is not possible to guarantee a reliable delivery of the notification to the user's e-mail box (correct delivery to the user's e-mail box is affected by several factors that cannot be affected by the ÚVO) and it is not possible to prove the notification’s delivery.
